Two identical-looking relays sitting side by side in the fuse box, and the usual trick is to swap one for the other and see whether the fault moves. That only proves anything while the fault is actually present, which is rarely the case with an intermittent one. Testing the suspect unit on its own takes the guesswork out.

Conditions the reading depends on
Two requirements are set out and both change the answer. The battery has to be a 12 V unit sitting between 11 and 15 V, since a flat one will make a healthy relay look defective. Coil resistance should preferably be greater than 20 ohms. Neither is unusual for common automotive relays, but a reading taken outside those bounds is not worth acting on.
