Fill a sealed tank and the air has to go somewhere. Pressure builds as fuel warms and expands; a vacuum forms as the engine draws the tank down. Either one will starve the fuel line or push fuel back out past the filler when you next open it.

This is a remote-mount vent, so the valve sits at the end of a vent line rather than screwed into the tank shell. That gives you somewhere sensible to put it — high in the boot, or up under a guard, clear of splash and away from a filler neck you would rather not drill.
